NAICS Code: 334516 In accordance with FAR Part 12 and Part 13 Commercial Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a SOLE SOURCE BASIS with Oxford Instruments of America Inc. for a Non Liquid nitrogen detector that will achieve analytical sentivity of it?s current germanium detector and be able to upgrade at a later date to provide combined EDS and WDS from the same manufacturer on one computer.
The Detector shall: provide a liquid nitrogen free analytical silicon drift detector of 133eV at Mn Ka resolution and a resolution of 75eV at F Ka or better and detection down to Boron. This resolution is guaranteed at 20,000cps, installed on the electron microscope. In addition resolution and peak position should change by no more than 1eV between 1,000cps and 40,000cps count rates. The EDS detector must be liquid nitrogen free and cooled using thermoelectric cooling, with no moving parts so vibration free. Electronics must include true digital pulse processor capable with a minimum of six process times. Should include software/hardware and installation fees associated with our particular instrument and microanalysis suite software on our current SEM/EDS system:
(1) Upgrade for INCA Tower to x-stream & mics, P/N: UP900
(2) Windows XP PC upgrade including Microanalysis Suite Software, P/N : L375XP/U
(3) Hardware upgrade installation, P?N: INSHD
(4) X-act Detector installation at a later date, P/N: INSDET
(5) INCAx-act ADD Premium EDS Detector, P/N:X-15
This procurement will be accomplished under FAR Part 12, Commercial Acquisition Procedures. Interested firms may identify their capability to meet this requirement.
