Arcata Associates, Inc. has a requirement for 15 each TDU-CEP/N 669200-1 (Kit-130; CE Model # EFTS-602 Atrcata Associates, Inc. intends to purchase the items from L-3 Communications Cincinnati Electronics 7500 Innovation Way Mason, Ohio 45040 Pursuant to Federal Acquisition Regulation 6.301-1 the following acquisition of supplies and or services determined to be reasonably available from only one source: These TDU's (Triple Data Encryption Data Standard Units) will be used for the new WV Communication EFTS (Enhanced Flight Termination System) these units are being built for the DFRC Systems as they are ordered. These units are classified as a COMSEC related item per CCI regulations. L-3 Communications is the only vendor able to build and deliver these TDU's. L-3 Cincinnati Electronics is the only known source that is capable of manufacturing these TDU's that will work with the existing ones since it is proprietary equipment to L-3. These units will be used for NASA Dryden's Enhanced Flight Termination System (EFTS). L-3's was the chosen supplier originally for these parts so until the day comes the system is replaced L-3 will have to be used to purchase these additional proprietary parts. No other source is an option due to the proprietary nature of these TDU's. These are additional TDU's to be added to a system that is already in place. By similar equipment from another source will not allow the equipment to Once our NASA customer has decided to replace this system then all requirements will be put into a statement of work and it will be put out for full and open competition to ensure NASA receives the best product at the best prices. This system replacement will be extremely costly and with the current status of Government funding it is more cost efficient to stay with the existing system. Arcata Associates, Inc. does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Pacific Time on April 03, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
