This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is a Request For Quotes (RFQ). The General Services Administration, Federal Technology Service, Region 9, Hawaii Area Office, intends to issue a sole source, firm-fixed-price, commercial contract to General Dynamics C4 Systems, 77 “A” Street, Needham MA 02494 for the acquisition of Taclane Network Encryptor devices. The statutory authority for other than full and open competition is 10 USC2304(c)(1), only one responsible source. Companies who can provide the above listed proprietary device must indicate their interest in writing via email to [email protected] no later than July 28, 2003. Estimated date of award is July 29, 2003. All responsible sources will be considered for evaluating the determination to issue a sole source contract. The RFQ document and incorporated provisions and clauses are those in effect through FAC 97-5 and DAC 91-13. Provide a price for each of the following items: CLIN 0001: ET-59000-1, TACLANE KG-175 E100 Encryptor w/AC Power, quantity 16, CLIN 0002: WS-6900-1 TACLANE KG-175 Rack Mount Shelf Kits, quantity 8. FAR 52.212-1, FAR 52.212-4, and FAR 52.212-5 apply to this acquisition. FAR 52.212-2 does not apply to this sole source acquisition. Quotes shall include a completed copy of the provisions at FAR 52.212-3 and DFARS 252.212-7000 and 252.247-7022. The following additional FAR clauses apply: 52.203-6, 52.203-6 Alt I, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.232-33.
