The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract modification on the basis of other than full and open competition in support of the Office of Congressional and Legislative Affairs (OCLA). The TAC intends to award a sole source, one (1) year, firm-fixed price (FFP) contract modification with three (3) option years to Dynology Corporation, 8000 Towers Crescent Drive, Suite 1350, Vienna, Virginia 22182, pursuant to authority Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, for the development and maintenance of the VA Synchronization Matrix (Sync Matrix), to be included in the Dynology Strategic Communications Suite (DSCSTM) as part of the VA Congressional and Legislative Knowledge Management System (CLAKMS) recently awarded to Dynology Corporation. VA's OCLA currently has a CLAKMS designed and maintained by Dynology Corporation to plan, capture, coordinate, record, and report engagements and interactions that occur between the leaders of VA and Members of Congress and their staff who are key partners in providing Veterans with the benefits and services they have earned. VA has a requirement to add Sync Matrix calendar functionality to CLAKMS to capture, synchronize, and strategically manage major internal and external public affairs and strategic communications events planned by Veterans Affairs Central Office (VACO) and VA Administrations. The Sync Matrix module will interface with CLAKMS to query all scheduled events (past, present, and future), so that one authoritative source of event data is maintained and shared by all end-users/organizations. This interface will eliminate the need for VA end-users to perform double entry and manual synchronization of event data, and will ensure data consistency and improve communication and efficiency across cooperating VA organizations. The North American Industrial Classification (NAICS) for this effort is 511210 with a corresponding small business size standard of $25M average annual revenue. The estimated date of award for this action is December 21, 2011. This notification shall close on Friday, December 8, 2011.
