NASA/GRC intends to purchase the items from Ohio University. Ohio University has been providing this service for several years under Grant Number NNX09AD87G, and has intimate experience with the NASA ION code base and its support requirements. Ohio University currently maintains the existing automated build and test environment for the code that has been validated by the NASA DTN Research Project, maintains the secure code distribution servers and provides support services and documentation for the ION releases. Ohio University offers unique capabilities in support of the NASA DTN code base that would be unreasonable to attempt to recreate with another provider.

This is not a request for quote. This is a sole source synopsis.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 15, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
