The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to modify an existing contract to maintain coverage for Local Exchange Carrier (LEC) services on VA Region 1 Telecommunications Business Office (R1 TBO) Suddenlink Communications infrastructure. TAC intends to award a sole source, firm-fixed price modification to Suddenlink Communications, 902 South Clack Street, Abilene, Texas 79605, pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The period of performance is October 1, 2015 through October 31, 2015, with three (3) 1-month option periods. These LEC services consist of: plain old telephone service (POTS), Primary Rate Integrated Services Digital Network (ISDN) (PRI) service, Direct Inward Dialing (DID) numbers, Metro E-Service metropolitan-area Ethernet, or metro Ethernet network (MOE), Caller ID (name and number) feature (POTS Line and PRI Circuit (23B+D)), Call Block feature, Call Hunting/Roll over feature, Business Key Feature, Primary inter-LATA (local access and transport area) Carrier (PIC/LPIC) provisioning, and Telephone Service Priority (TSP). The Contractor shall provide telecommunication services at the facility 24 hours per day, seven days per week with maximum service availability. Coverage and services shall be in place on October 1, 2015 with no interruptions to the circuits or services. The North American Industrial Classification (NAICS) for this effort is 57110.
