This requirement is for upgrades to existing ESRI software to include: 97619 ArcView Single Use from 3.X Primary Maintenance 97620 ArcView Single Use from 3.x Secondary maintenance 97695 ArcView Single Use from 8.x and 9.x Primary Maintenance 97696 ArcView Single Use from 8.x and 9.x Secondary Maintenance 86609 ArcView Concurrent Use Upgrade from ArcView Windows Single Use 52382 ARC/INFO Floating License 100420 ArcGIS 9.1 with Parellel Key Installation Package 88282 ArcGIS Spatial Analyst Concurrent Use License 90321 ArcGIS Publisher Concurrent Use License 88283 ArcGIS 3D Analyst Concurrent Use License The sole source justification is based on the authority of FAR 6.302-1: there is a reasonable basis to conclude that the agency minimum need can only be satisfied by one source with unique capabilities. This notice of intent is not a request for competitive proposals. A justification for other than full and open competition is on file.
