The U.S. Geological Survey (USGS), National Earthquake Information Center (NEIC), has a requirement to produce a replacement system to support NEIC activities, based on the existing USGS Earthworm Architecture. The Earthworm System consists of: 1) the real-time automatic system; and 2) the DBMS-centric system. To enhance the current Earthworm System, the NEIC requires a substantial number of new real-time modules, enhancements to the Earthworm DBMS-centric system, and a new interactive processing system. The work requires expert knowledge of ANSI C, C++, Java, PL/SQL, ORACLE DBMS, TCP, UDP, HTML and CGI. Expert knowledge of the Earthworm architecture is required to ensure that all developed software is compliant with the existing Earthworm System. In addition, contractor shall be required to attend weekly design meeting at the USGS NEIC in Golden, Colorado. Performance period shall be from date of award through January 31, 2003. The Request for Quotation (RFQ) can be found at the following web address: http://ideasec.nbc.gov/ecprod/owa/ecmenu$.firstcount/. Telephone requests for the RFQ will not be accepted. It is anticipated the RFQ will be available on or after August 14, 2002. This is a small business set-aside. See Note 1.
