The Internal Revenue Service (IRS) intends to award a sole-source bridge contract to Unisys Corporation in Reston, VA, the incumbent support provider. This Indefinite Delivery, Indefinite Quantity (IDIQ) Bridge contract will provide continued support while a twelve (12) year competitive follow-on effort is acquired. The bridge contract will start November 19, 2007 and end November 18, 2008, and will include an option to extend it for six months beyond 11/18/2008.
The existing contract provides hardware maintenance, software maintenance and licensing, system upgrades, and technical support services for IRS?s tax processing mainframe computing systems at the Enterprise Computing Centers in Martinsburg, WV (ECC-MTB), Memphis, TN (ECC-MEM), and Detroit, MI (ECC-DET), as well as at the New Carrollton Federal Building in Lanham, MD (NCFB), and the IRS National Office in Washington, DC.
Hardware maintenance coverage includes a wide variety of Unisys, IBM and other Original Equipment Manufacturers (OEM), primarily Tier I-based, hardware components. Software license administration and software maintenance coverage includes Unisys software and a small number of z/OS/390-based software components from Independent Software Vendors (ISVs). Support services provided include: Security and Communications System (SACS) HW/SW maintenance and support services; Service Center Replacement System (SCRS) HW/SW maintenance, licensing and lease; ICS/ACS/Print (IAP) HW/SW maintenance; NetEx/IP HW/SW maintenance; HW maintenance of an IBM z990 in Detroit, MI, and the purchase and integration of new HW and SW into the IRS Tier 1 inventory.
This synopsis is a notice of intent to issue an award under other than full and open competition and should not be considered a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made in accordance with FAR 6.302-1 and 10 USC 2302 (c) (1) and is solely at the discretion of the Government.
