The services to be acquired is SABA Learning Management (SABA Learning) software annual licensing and maintenance for the Army Distributed Learning System, Newport News, VA. SABA Learning is a Learning Management System (LMS) that automates common training, education management and administrative functions, as well as serving as a platform for hosting, delivering, and managing digitized training products. In 2001, SABA Learning Version 3.4 was selected through a competitive process by the U.S. Army as its Enterprise LMS, becoming the centerpiece of the Distributed Learning Systems Increment 3 acquisition venture. Since that time, the original SABA commercial-off-the-shelf (COTS) product employed as the Army Learning Management System (ALMS) has undergone substantial modification in order to meet specific Army-approved training and training management requirements provided by TRADOC, as the Army Executive for Distributed Learning and combat developer for the ALMS. Today, the web-based ALMS application is part of a tightly integrated software suite that includes other specialized software applications, such as Oracle, Vitria, and Crystal Reports. The licenses and maintenance required is a crucial portion of the DLS Learning Management System which allow for courseware developed by TRADOC to be used throughout the computer hardware and software systems on the DLS network of 271 Digital Training Facilities throughout CONUS and OCONUS.
