This announcement is for planning and informational purposes only and SHALL NOT be considered an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought. This office does not intend to award a contract on the basis of this Sources Sought or reimburse respondents for information solicited. No funds have been authorized, appropriated or received for this effort. The Mission Installation Contracting Command, Fort Riley (MICC-RILEY), Kansas is seeking qualified vendors with the capabilities and qualifications to provide RapidGate RCx subscriptions that are compatible with existing RapidGate system in use on Fort Riley, Kansas.
The RAPID-RCx Program resides within the RapidGate Information System managed by EID Passport and is integrated with EID Passport's RapidGate (registered trademark) Program infrastructure and system using existing RapidGate hardware. The RapidGate is designed to strengthen security at government facilities and installations and streamline access for vendors, service providers, suppliers, and certain contractors and their subcontractors ( quote mark vendors quote mark ). Program services include registration; employee background screenings; id badges; access control authentication; reporting; equipment maintenance; training. No other type of supplies or services will satisfy agency requirements.
MICC-Riley is seeking sources relative to the North American Industry Classification System (NAICS) code is 511210 (Software Publishers), with a corresponding Small Business Size Standard of $38.5 million. The anticipated Product Service Code (PSC) is D399 (Other Computer Services) and the Standard Industrial Classification (SIC) code of 7372 (Prepackaged Software).
The anticipated requirement is for RapidGate RCx service subscriptions for use at seven (7) Access Control Points (ASP) with four (4) existing handheld devices per ASP. Prospective vendors shall be required to provide all resources, except Government Furnished Property (GFP), necessary to install the RAPID-RCx software and system at seven (7) ACPs on Fort Riley, Ks. Currently EID holds an agreement with IMCOM under contract W91WAW-10-P-0118 for RapidGate services Army wide.
It is anticipated that this requirement will be a 12 month Base Year with two (2) 12 month Option Years with performance likely to begin 01 July 2015.
