This is a notice of intent of The Louis Stokes Cleveland, Department of Veterans Affairs Medical Center, VISN 10 Contracting Activity, 10000 Brecksville Road, Brecksville, Ohio 44141 to negotiate using sole source procurement procedure prescribed in 13.106(b) with Nuance Communication, a large business, for additional PowerScribe workstations and software licenses for speech recognition to read, verify and electronically sign pathology reports. The proposed period of performance is a one time purchase with no options. The government believes that only one business can satisfy the agency requirements and intends to negotiate with only one source under the authority of 10 USC 2304(c)(1) - available from only one responsible source no other type of supply will satisfy agency requirements. The system must be compatible with existing Dictaphone equipment and interface with the VA Smart Term VISTA system. Other persons may identify their interest and capability to respond to this requirement by September 17, 2008. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the government. A determination by the government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government.
