AFIT OPTICAL SPECTROSCOPY AND ATOMIC FORCE MICROSCOPY OFR COUNTER PROLIFERATION APPLICATION RESEARCH The solicitation number is FA8601-07-T-0032. The proposed contract is for the purchase of post doctorate research in areas of optical spectroscopy and atomic force microscopy OFR counter proliferation applications which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The proposed source is Dr. Guangming Li. The services being purchased are as follows: perform laboratory work including atomic force microscopy as well as FTIR, photoluminescence, Raman spectroscopy, and thermogravimetry methods to correlate thermal susceptibility with surface properties of bacillus anthracis spores and other spores. The government anticipates a sole source award to Dr. Guangming Li for the following reasons: Dr. Guangming Li is an expert in his field. He has worked to build a state-of-the-art atomic force microscopy and photothermal IR detection capability for AFIT. He has applied a variety of spectroscopy tools for AF problems, including FTIR, photoluminescence and Raman spectroscopy. He has also demonstrated a unique capability to characterize polymers and bacillus spore surfaces using atomic force microscopy. Thus, he is currently the only person sufficiently knowledgeable of the specialized fields as required in this research project without 12 months of familiarization and is the only person qualified to perform the required task in the time frame required. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be faxed to Robin M.
