This notice cancels and replaces the previous NNS060162866Q, Sole Source Notice. NASA Stennis Space Center (SSC) plans to issue a request for proposals for Optical carrier (OC) 192 telecommunications service via a northbound route (NBR). SSC resides in local access and transport area (LATA)484 which parallels the coast line of Mississippi creating extremely high vulnerability from Tropical Storm activity. Offeror will provide a direct north access route across LATA boundaries as well as create multiple interexchange carrier (IXC) point of presence(POP’s). In addition, the provisioning of infrastructure assets may be necessary as follows; (1) Item: OC192 line Qty 1, (2). Item: Transmission level 1 (T1)/ Digital Signal 1 (DS1) line, Qty: 2, (3). Item: DS3 Lines, Qty: 1, (4.) Item: OC3 lines, Qty: 1, (5). Item: OC12 lines, Qty: 1, (6). Item: OC48 Qty 1. The OC-192 access service will run from the demarcation point in building #1201 at Stennis Space Center, to a northern POP. There will be only one award made for this requirement. The anticipated release date of this RFP is on or about 28 Aug 06 with responses due NLT 3:00 p.m. 15 Sep 2006. This acquisition is unrestricted. The NAICS Code and Size Standard are 541110 and 1,500 employees respectively. FOB is destination. An Ombudsman has been appointed. See NASA Specific Note "B".
