Under authority of 41 U.S.C. 253(c)(1), the Government anticipates entering into sole source procurement with Nortel Networks, 600 Technology Park, Billerica, MA 08121 for continued licensing, patches, maintenance and upgrades to Nortel Customer Owned and Maintained (COAM) system access. NAICS code 514199 applies to this procurement. The COAM products are proprietary and wholly owned by Nortel. Nortel will provide direct access to Nortel’s technical support systems, E-service Tools, and Database/case management. The above authority is cited and justification made based on the determination that the Government’s minimum needs can best be satisfied by services available from one source. This contract action is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302 and under Commercial Item Acquisition, FAR Part 12. Interested persons may identify their capability to respond to this requirement or to submit proposals by September 27, 2004. This notice of intent is not a request for competitive proposals. However, all proposals received on or before September 27, 2004 will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
