The Department of Homeland Security, Federal Emergency Management Agency, National Emergency Training Center, 16825 South Seton Avenue, Bldg D-123, Emmitsburg, MD 21727 intends to issue a solicitation, on behalf of the U.S. Fire Administration (USFA), for a contractor to operate an Information Technology Support Center (Help Desk) for state and local participants of the National Fire Incident Reporting System (NFIRS). NFIRS collects fire incident data from state fire data systems. The state systems, in turn, collect data from their individual fire departments. State participation in NFIRS is entirely voluntary. The NFIRS represents the world's largest, national, annual database of fire incident information. Approximately 22,000 fire departments, located in 50 states, the District of Columbia, and the DOD participate in the NFIRS. Participating departments report an average of 14 million incidents and 1 million fires each year. When not responding to telephone or email inquires, Technical Support Center personnel may assist in verifying questionable incident data and fire department census data using records provided by the Contracting Officer?s Technical Representative (COTR). These activities are performed only as time permits when not responding to requests for assistance. The period of performance shall be from June 1, 2008 through May 31, 2009. The primary place of performance will be at the USFA, Emmitsburg, MD.
IAW FAR 19.1305 NETC will consider HUBZone set-asides. If two or more HubZone firms express an interest in this requirement, then it will be competed among them IAW FAR 19.1305. If less than two express an interest, it will be advertised for service-disabled veteran-owned small business and competed among them if two or more express an interest IAW FAR 19.1405. If not, then the requirement may be set aside and competed among 8(a) firms or it may be awarded directly to an 8(a) firm with SBA coordination. Competition is the preferred method of meeting government requirements.
