The United States Army Communications-Electronics Life Cycle Management Command (C-E LCMC) intends to award a five (5) year Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (ID/IQ) type contract for the procurement of LONG-TERM LIFE C YCLE SUPPORT (LTLCS) FOR NORTEL NETWORKS ELECTRONIC DIGITAL TELEPHONE SWITCH SYSTEMS, Solicitation No. W15P7T-07-R-H001. The resultant contract will be awarded to the Lowest Price, Technically Acceptable (LPTA) offeror. The NAICS Code for this requirement is 811213, Communication Equipment Repair and Maintenance. The C-E LCMC Acquisition Center is soliciting, on a full and open competitive basis, an acquisition for manufacturer commercial su pport to Nortel Networks Telephone Switch Models SL-100 and SL-1 and other associated vendor peripheral equipment at DoD locations worldwide. Specific services include: system upgrades; enhancements and expansions; short and long term field service support and emergency field service support 24x7, including holidays; parts repair and return; new parts replenishment; remote diagnostics; technical data and manuals; and extended service plan(s). In comparison to the previous LTLCS requirement, the Armys Solic itation will include a requirement for a Network Operations Center (NOC). A Performance Work Statement (PWS) will be utilized incorporating metrics and incentives established through task orders. Joint Interoperability Test Command (JITC) certifications mu st be acquired prior to procurement and installation of all equipment. Approximately 1,300 new parts have been added to the requirement package to support the CS2100 line of equipment (to be purchased pending certification). Supplies and Services on the co ntract will be ordered by individual task orders. Each task order will set forth all requirements, delivery schedule, shipping instructions and the applicable price. All shipments will be F.O.B. Destination. Packaging shall be in accordance with the Stan dard Practice for Commercial Packaging. This solicitation is a Request For Proposal (RFP) and the Solicitation number for this buy is W15P7T-07-R-H001.
