The local exchange service provider certified by the Oklahoma Public Utilities Commission shall provide local commercial communications service for 138 CF/SCX Tulsa ANG OK. Local communications service shall include, as a minimum but not limited to, local access for commercial business lines, directory number and number portability, operator and directory assistance, ISDN PRI, local and Intra-LATA access, and interconnection with Inter-LATA exchange carrier. Competition is open to domestic and foreign sources. All responsible sources may submit a bid, which shall be considered. Sources responding to this synopsis must indicate, in writing, whether they are large, small, disadvantaged and/or a women-owned businesses.
