The 38 EIG/PKK has a requirement for nonpersonal services for local telephone exchange services for the 184 CF/SCX, Kansas Air National Guard located at McConnell Air Force Base, Kansas. The local exchange service provider certified by the Kansas Public Utilities Commission shall provide local commercial communications service for the 184 CF/SCX Kansas Air National Guard located on McConnell Air Force Base, Kansas. Local communications service shall include, as a minimum but not limited to, local access for commercial business lines, analog subscriber lines, analog trunks, transport channel services, directory number and number portability, emergency 9-1-1 service, operator and directory assistance, local and Intra-LATA access, and interconnection with Inter-LATA exchange carrier. Competition is open to domestic and foreign sources. All responsible sources may submit a bid, which shall be considered. Sources responding to this synopsis must indicate, in writing, whether they are large, small, disadvantaged and/or a women-owned businesses.
