The US Department of Agriculture, Office of the Chief Information Officer has a requirement to lease the first 5 months of the beginning of a 3 yr lease-to-own agreement with Tate Communications, a NEC NEAXX 2000 IPS PBX/VOIP voice processing system for the Continuity of Operations (COOP) in Elkins, WV. Tate Communications currently maintains a support agreement with OCIO for COOP exercises and events, performs all site cabling, all NEC PBX modifications, provides all labor and materials to install PBX enhancements or route cabling. Tate Communications is the only NEC PBX certified installer in the COOP site location. It is USDA's intent to negotiate with Tate Communications on a sole source basis in accordance with authority: 41 U.S.C. 253 (1) --Justification for only one responsible source.
