The NAVSUP FLCN Philadelphia Division intends to acquire Internet2 service and connectivity on a sole source basis from the University System of Maryland. The proposed contract action is for firm fixed price services, for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Contracted services will contain a one year base period of performance and two one year option periods. The NAICS code for this effort is 611310 which has a small business size standard of $25.5M. The procurement is being processed as a sole source acquisition for services pursuant to the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with University Systems of Maryland, since they are the only known source with the capability of satisfying the Government’s requirements at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A firm fixed price contract will be awarded as a result of the solicitation, and conducted in accordance with FAR art 12 and part 13.5 for commercial acquisitions. Interested persons may identify their interest and capability to respond to the requirement, and may submit information that shall be considered by NAVSUP FLCN. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
