The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau (BBG/IBB), intends to negotiate and award a non-competitive contract with Scopus Video Networks, Inc. (Scopus), 3 Independence Way, Princeton, NJ. The contract will require Scopus to provide digital simulcast encoding equipment to be used for Satellite News Gathering (SNG). The authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 41 U.S.C. 253(c)(1), âWhen the supplies or services required by the agency are available from only one responsible sourceâ and No Other Supplies or Services Will Satisfy Agency Requirements. The Agency requires a single video channel, a single audio channel pair, and a single high speed (HS) data channel to be transmitted between remote and primary gateway locations. The Scopus equipment provides the technical simplicity needed at remote and primary gateway locations. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit documentation in sufficient detail to allow for an evaluation without the need for the firm to make additional submissions on their capability and demonstrated experience in meeting this requirement.
