Arcata Associates, Inc has a requirement for 1 each IADS-TELEM-SITE One-YearRenewal of Site License Arcata Associates, Inc. intends to purchase the items from SYMVIONICS, INC 190 Sierra Court, Suite A-3 Palmdale, CA 93550 This annual licensing agreement procurement supports an existing NASA DFRC capability(Western Aeronautical Test Range WATR), this capability provides for the processing anddisplay of flight data. This Symvionics IADS software is currently in use by the WATR. The estimated period of performance for this procurement will commence November 1, 2010and continue through October 31 2011. This procurement will be awarded as a sole source. Symvionics will be responsible fordelivering the software licensing and maintenance identified in the purchase request. This procurement will be procured under statutory authority permitting other than fulland open competition, FAR 6.302-1, Only one responsible source and no other supplies andservices will satisfy agency requirements (10 U.S.C. 2304 (c)(1)). Symvionics is the only responsible source which is capable of satisfying the agencysunique need for the following reasons: Symvionics developed the IADS software. Symvionics possesses the detailed knowledge forall aspects of the software and its implementation, which is unavailable to another firm.Symvionics owns the unique detailed design information and has personnel with theknowledge and ability to maintain and modify this software as required. The personnel anddesign information are critical in implementing the required capabilities Symvionics, as the sole producer of the IADS software and licensing and maintenancesupport specified has the unique capabilities required to provide this solution. Due tothe proprietary nature of the intellectual property, Symvionics is the only firm that canprovide these required services and materials. Schedule risk and cost will be significantly reduced through the utilization of anexisting unique capability identical to that currently used by the WATR. The time andcost of a detailed technical analysis of the capabilities provided by the Symvionics IADSsoftware will be avoided, and the time and cost of the development of an alternatesolution will also be avoided. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. Pacificstandard time on October 22, 2010. Such capacities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.
