NASA/GSFC has a requirement for one year of support and maintenance for GRASP software, a reflector antenna analysis program and two software add-ons maintenance. 1) GRASP10 4 floating point licenses: main software; 2) Coupling and-on: calculate coupling between radiating sources; and 3) MoM add-on: method of moment; a mathematical approach to calculate radiation patterns from discrete electrical currents. The software is produced and owned by TICRA and only authorized sale representatives are allowed to sell the software. Milligan & Associates is the only TICRA authorized sales representative for NASA GSFCs geographic area. NASA/GSFC intends to issue a Sole Source Procurement to Milligan & Associates, Inc. to purchase one year of support and maintenance for the GRASP. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The authority is FAR 6.302-1(a) (2) only one responsible source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail, to the identified point of contact not later than 11:00 a.m. (EST.) on April 26, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
