The Directorate of Acquisition, United States Transportation Command (USTRANSCOM), Scott AFB IL, intends to issue a contract to Lockheed Martin Integrated Systems and Global Solutions, 9500 Godwin Drive, Manassas VA, on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10 U.S.C. 2304(c)(1). The proposed procurement will provide for Global Transportation Network (GTN) maintenance and sustainment until GTN's replacement, the Integrated Data Environment (IDE)/GTN Convergence (IGC), reaches full operational capability and the legacy GTN is retired. GTN supports the worldwide community of DOD transportation users and providers by providing an integrated system of in-transit visibility, Command and Control (C2) planning and analysis, and C2 exercise support. The scope of this contract includes maintenance and sustainment of the legacy GTN system until its replacement by the IGC reaches full operational capability and the legacy GTN is retired; maintenance and sustainment of the GTN Pre-Planned Product Improvement (P3I) data warehouse until IGC spiral development begins; completion of the GTN P3I Spiral III development; technical knowledge transfer of GTN legacy and GTN P3I capabilities to IGC contractor to aid in the migration effort; and transfer/tear down/shut down the GTN legacy and GTN P3I development/test environment. GTN operation and maintenance requirements include all work associated with maintaining the entire GTN infrastructure at Scott AFB IL and Robins AFB GA, and the development and test suites within Lockheed Martin facilities at Manassas VA.
The period of performance will be 1 September 2008 through 30 September 2011. The North American Industry Classification System (NAICS) Code is 541511.
This announcement constitutes the only notice, a written solicitation will not be issued. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the closing date specified in this sole source notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
