The U.S. Army Research, Development and Engineering Command Contracting Center at Aberdeen Proving Ground, MD in support of the Asymmetric Warfare Group (AWG), Ft. Meade MD 20755, intends to solicit on a sole source basis under the under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Rapid Fire Systems, 51 Market Square Road, Suite G, Newnan, GA 30265-5673 for FINLOG Support Services. The objectives of the requirement are to provide; Web based access for FINLOG users as identified by the Government to include financial management Web Services for the Standard Army Management Information System (STAMIS), help desk support through the Internet and help telephone line 0700-1700 hours EST Monday through Friday, Web service upgrades to accommodate any changes to the Army STAMIS systems data provided to FINLOG Web services, FINLOG Web services data control tools, financial management Web pages for Standard Army Management Information System (STAMIS) interfaces, and perform daily functions for the Web services operations to include, daily validation of all files received from STAMIS systems. All services shall be provided from the contractors facilities. The period of performance for the System Maintenance shall be one 12-month base period plus four (4) one-year option periods. The total base period is 365 days (with the exception of leap years) after date of contract. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to his notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Interested parties may identify their capabilities by responding to this notice, no later than 2:00 pm Eastern Standard Time (EST), Thursday, 25 June 2009. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items.
