Local communications service shall include, as a minimum but not limited to, Direct In Dial Directory Numbers, Commercial Subscriber Lines, Local Exchange Digital ISDN PRI, Public Listings, local and Intra-LATA access, and interconnection with Inter-LATA exchange carrier. Competition is open to domestic and foreign sources. All responsible sources may submit a bid, which shall be considered.
