A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. The Department of Veteran Affairs, Program Contracting Activity Central (PCAC) intends to solicit and negotiate directly with Northrop Grumman 15010 Conference Center Drive, Chantilly VA 20151 for the procurement of services in support of the implementation of the Electronic Employee Performance Appraisal (ePM) application, Project Management and Support Services for Clinical Title 28 Employees (Pilot) 3.0. DESCRIPTION OF REQUIREMENT: The purpose of this acquisition is for award of a Federal Supply Schedule contract Task Order to Northrop Grumman (NG) on GSA Schedule GS-35F-4506G to provide project management for the implementation of the ePM application. NG shall also provide all technical performance plan and workflow configuration to include bargaining unit employees, clinical (Title 38) employees, and all necessary changes to existing performance plans and workflows for ECF and SES employees to comply with VA, VHA and Office of Personnel Management's performance management standards.
