The U.S. Environmental Protection Agency [U S EPA] Environmental Sciences Division [ESD] intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures, to Research Systems, Inc., under the authority of FAR Part 6.302-1. The purpose of this acquisition is to acquire ENVI+IDL Unix Network Floating Licenses and a ENVI+IDL Windows Desktop HASP single use license with hardware. This software is currently in use by the Landscape Characterization Branch, and a second license is required to eliminate work delays while waiting for the license to become available. The NAICS code for this procurement is 511210. It has been determined that because of the proprietary nature of the software, Research Systems, Inc., is the only vendor uniquely qualified to meet this requirement. Notwithstanding, any firm who believes it is capable of meeting EPA’s requirement as stated herein may submit a response which, if received within 15 calendar days of the date of this announcement, will be considered.
