SOLE SOURCE SPECIAL NOTICE – The HQ Air Intelligence Agency, Acquisition Branch at Lackland AFB, TX, intends to award a contract to REMCOM, Inc., 315 S. Allen Street, Suite 22, State College, PA 16801-4850 on a SOLE SOURCE BASIS. This procurement is being conducted under the Other Than Full and Open Competition in accordance with (10 U.S.C. 2304(c)(1)(SOLE SOURCE) FAR 6.302-1(a)(2)(i). The proposed contract action requires modifications and upgrades to the “Electromagnetic Propagation Integrated Resource Environment” (EMPIRE). The contractor will be required to provide the appropriate electromagnetic propagation physics, research, modeling and simulation software development, and program management services. The specific taskings include: modifying the software to execute on 32-bit Linux-based computer clusters; complete design, integration and testing of a capability in EMPIRE to automatically provide dielectrics information; complete reverse engineering, and integration of NITA/ITS’ “LF/MF model into EMPIRE; and design, document and implement environmental noise modeling capability for use by tactical decision aids. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
