The Department of Homeland Security (DHS), US Immigration & Customs Enforcement (ICE) intends to negotiate on a sole source basis with EMC Corporation, 8444 Westpark Drive, McLean, VA 22102 for renewal of EMC??s hardware (DMX 800 systems) and associated software maintenance services including re-certification. Due to the unique configured the system specifically for Cyber Crimes Center??s needs including other sharing agencies and software proprietary data, the service is limited to provide by EMC??s Authorized Services Network (ASN) partner and EMC certified technician or engineer. As a result of market research, the Government found only one source that is capable of providing the services being acquired at a reasonable price and intends to solicit and negotiate with one source under the authority of FAR 6.302-1. The Government anticipates an award date on or about August 10, 2007. This notice is neither a request for proposal nor a solicitation of offers. The Government will not be responsible for any costs in the preparation of responses to this announcement. This synopsis is for information purpose only. See Note 22. For information purposes, the following is Note 22: The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forth-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
