ESC/HIGK formally announces the intent to award a sole source task order FA8734-10-F-0013 Government & Retirement Benefits, Inc. (GRB), under GSA contract GS34F-0047S Schedule 70 for approximately $188,939.97. To meet mission requirements, the objective of this acquisition is for the subscription of software for the Employee Benefits Information System (EBIS) for eRetirements licenses. Support requires the eRetirement EBIS license for the Air Force civilian population. This license will allow the Benefits and Entitlements Service Team (BEST) counselors to provide federal employees personal and general information regarding their benefits. With eRetirements, employees can view a statement of their benefits, use calculators to perform various "what-if" scenarios, and perform all of their benefits related transactions using employee self-service. Justification for this contract is FAR 8.405-6 (b) (1). Only one source is capable of responding due to the unique or specia! lized nature of the work. These services are deemed to be available only from the original source for the continued provision of highly specialized services. This e-Retirement module is embedded within the EBIS Application. The period of time required to perform a source selection as well as the ramp-up time required for a new contractor to customize software to meet the requirements would cause an unacceptable schedule delay and a substantial duplication of cost to the government that is not expected to be recovered through competition. The Basic period of performance is to begin on 01 September through 31 December 2010, with two one-year options (Option 01: 01 Jan -31 Dec 2011 and Option 02: 01 Jan -31 Dec 2012). This notice of intent is not a request for competitive proposals; however, all interested persons that identify to the contracting officer their intent and capabilities to satisfy the government's requirement with commercial services items and are received withi! n 15 days after the date of publication of this synopsis will be considered by the government. A determination by the government not to compete this proposed contract actions based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror, the product/service or the manufacturer meets qualifications requirements at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offers, potential offerors, and others for this acquisition. Before consulting the ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. In addition AFFARS 5352.201-9101, OMBUDSMAN, will be included in this acquisition's solicitation and contract.
