Pension Benefit Guaranty Corporation (PBGC), 1200 K Street, NW, Washington, DC 20005, intends to negotiate a SOLE SOURCE procurement with NEUSTAR Ultra Services, 46000 Center Oak Plz, Sterling, VA 20166, for commercial, proprietary software, under the authority of FAR 6.302-1. The contractor will provide continuing services for the DNS (domain name service) which makes public web, MyPBA, MyPAA and e-mail work for the public. No RFQ will be issued. NEUSTAR Ultra Services is the only known responsible source that can meet this requirement. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. This is not a request for competitive quotes. However, statements of capability to fulfill this requirement received from other responsible businesses prior to close of business on December 26, 2007 will be evaluated. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
