The Department of Energy (DOE), Office of Public Affairs, intends to award a sole source contract to a small business, Bulletin News Network Inc (dba BulletinNews) for news summary products. The period of performance under this contract will be five years, one base year with four option years. The contractor will be required to locate potentially relevant stories from various television, radio, on-line, and periodical and specialty print media, review the stories and apply an understanding of policies and other news topics affecting the mission of the DOE, assess the information collected, and prepare hand-written summaries. These news briefings must be timely, relevant, and focused on the latest developments of DOE. Products are required not later than 7:00 AM Monday-Friday (Eastern Time), and may also be required on weekends and federal holidays. Work must be done overnight to complete the news summaries on time. The products provided are to be modeled on the White House News Summary provided to the President each day, which is produced by BulletinNews. The Secretary of Energy, Deputy, Under and Assistant Secretaries, as well as other DOE senior leadership, need to ensure that they are updated on articles and analyses that BulletinNews is currently providing to the President, supplemented by additional news articles pertaining to DOE. BulletinNews is the exclusive source for these services. BulletinNews currently performs similar services for the Office of the President and other Federal agencies. This is a notice of intent and not a request for competitive offers. Interested parties may submit a capability statement and pricing information within 15 days of publication of this notice to be considered. A determination not to compete this proposed requirement based upon responses to this notice is at the discretion of DOE. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
