The Department of Army, Army Reserve Contracting Center West Presidio of Monterey Division, is issuing a combined synopsis/solicitation for commercial items in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The clauses and provisions incorporated are those in effect through Federal Acquisition Circular 2005-25. This is advertised with the intent to award a sole source contract, pursuant to the authority of 10 U.S.C. 2304(c) (1) and FAR 6.302-1, to Dialogic Communications Corp. (DCC). The North American Industry Classification (NAICS) Code is 541511, Custom Computer Programming Services; Size Standard is $23 Million. The contract requirements are as follows:

Contract Line Item 0001- This requirement is for the renewal of our Mass Notification System (Communicator) Software Support Service Agreement. The service period is for one (1) year, from 1 August 2008 through 31 July 2009. Service is to be provided at Building 1759, Lewis Road Ste 114, Presidio of Monterey, CA 93944. The Communicator Software System is currently in use by the Presidio of Monterey, Directorate of Plans, Training, Mobilization and Security. This system is designed and functions as a mass telephonic alert system. DCC is the sole provider and supporter of this Communication system and the use of any other software on this system will void the warrantee and could render the system inoperable. The associated annual support agreement provides access to all necessary software patches and updates, version upgrades and technical support. Responses/proposals are due on 27 May 2008 at 1:00 pm (PST). Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. All contractors who provide goods/services to the Presidio of Monterey must be registered in the Central Contractor Register (CCR). Failure to meet this requirement may render the offeror ineligible.
