The United States Fish and Wildlife Service plans to award a sole source contract to Lotek Wireless, Inc. to upgrade 2 ea SRX_400A W5XG Scanning Receivers to W16AST firmware and to purchase 2 ea Scanning Receivers with W16AST firmware for the Arcata Fish and Wildlife Office (FWO) in Arcata, CA. This office believes that Lotek Wireless, Inc. is the only manufacturer/source with the required experience and capabilities to deliver and guarantee their products. Arcata FWO uses Lotek Wireless, Inc. transmitters because they have a robust coding scheme and make the smallest coded transmitter available today, which is crucial to our studies of juvenile salmon. Wildlife telemetry receivers are custom-built devices and each manufacturer uses specific hardware and proprietary software to construct their equipment. Lotek Wireless, Inc. also considers their coding scheme to be proprietary. Due to the need of the Arcata FWO to use Lotek Wireless, Inc. transmitters, and the proprietary nature of the software in their receivers, they believe only Lotek Wireless, Inc. can perform the modifications and replacement of their receivers. The expected dollar threshold for this requirement is under $25,000. This synopsis is a notice of intent to issue award using other than full and open competition and should not be a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1 and 10 U.S.C. 2304(c) (1).
