Arcata Associates, Inc. has a requirement for twenty five (25) each 4DX6-UGR, 4DXRenewal Annual Support and Upgrades, five (5) each hosts 00123f5ff1d and 001302a57b95,one (1) each STKDEV-UGR-D, STK Developer Bundle Renewal Annual Support andUpgrades-D - dongle ID# 9-7eb16270, one (1) each STKPROED-UGRD STK Professional EditionRenewal Annual support and Upgrades-D, dongle ID# 9-68a455b0 and thirty (30) eachRT3Dep-UGA, RT3 Deployment License Annual Support and Upgrades.Arcata Associates, Inc. intends to purchase the items from Analytical Graphics, Inc. 220Valley Creek Boulevard, Exton, Pennsylvania, 19341. Analytical Graphics Incorporated isthe only responsible source which is capable of satisfying the agency's unique need forthe following reasons:a. Analytical Graphics Inc. developed the STK software. They possess the detailedknowledge for all aspects of the software, which is unavailable to another firm. They ownthe unique detailed design information and has personnel with the knowledge to performthe troubleshooting and upgrades. The personnel and design information are critical inimplementing the required capabilities.b. Analytical Graphics Inc. as the producer of the STK software and licensing andmaintenance support specified has the unique capabilities required to provide thissolution. Due to the proprietary nature of the intellectual property, Analytical Graphicsis the only firm that can provide these required services and materials.c. Schedule risk and cost will be significantly reduced through the utilization of anexisting unique capability identical to that currently used by the agency. The time andcost of a detailed technical analysis of the capabilities provided by the STK softwarewill be avoided, and the time and cost of the development of an alternate solution willalso be avoided.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. PacificStandard time on August 4, 2010. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
