Arcata Associates, Inc. has a requirement for twenty five (25) each 4DX6-UGR, 4DX renewal annual support and upgrades, five (5) each 4DX6-UGR 4DX annual support and upgrades, one (1) each STKDEV-UGR-D STK developer bundle renewal annual support and upgrades, one (1) each STKPROED-UGRD STK professional edition renewal annual support and upgrades, and thirty (30) each RT3DEP-UGA RT3 deployment license annual support and upgrades. Period of Performance 9/1/13 through 8/31/14. Arcata Associates, Inc. intends to purchase the items from Analytical Graphics, Inc. 220 Valley Creek Blvd, Exton, PA 19341. Analytical Graphics, Inc. is the only known responsible source that supplies this service and will satisfy agency requirements. This annual licensing agreement supports an existing NASA DFRC capability. This capability provides for the processing and display of Time Space Position Information (TSPI) related to vehicles under test on a global map. Analytical Graphics, Inc. developed the STK software and possesses the detailed knowledge for all aspects of the software, which is unavailable to another firm. Analytical Graphics Inc. owns the unique detailed design information and has personnel knowledge to perform the troubleshooting and upgrades. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to [email protected] the identified point of contact not later than 2:30 p.m. local time on May 16, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
