This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an Invitation for BID (IFB), nor is it to be construed as a commitment by the Government. This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming sole source solicitation.

AFTC/PZIE, Eglin AFB FL, intends to solicit and award a sole source purchase order for Switchable Single Element Liquid Crystal under the authority of FAR 13.106(b)(1) to Beam Engineering for Advanced Measurements Co.  The associated NAICS is 333314.  This requirement is for:

CLIN 0001 - 0004: Cycloidal Diffractive Waveplates (quantity 4 Total) 

•·         Clear aperture - 20mm (diameter for circular or edge size for square)

•·         Liquid Crystal Compound - HBtx14

•        Grating Pitch - 2.5 µm (or minimum pitch without degradation of efficiency)

•        Surface Flatness - ¼ wave @ 633nm

•        Control Voltage - 24V@1kHz

• Liquid Crystal Cell Thickness - 1 each of

• Electrodes - compatible with spectrum of 2.0µm - 5.0µm

CLIN 0005:  Switchable Liquid Crystal Cycloidal Diffractive Waveplate Technology Development for Submicron Accuracy Over Large Area (NRE)

These items must be delivered to: EGLIN AFB, FL 32542 no later than 42 Days ARO on a FOB Destination basis.

This notice is not a request for competitive proposals/quotes, however all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.

The government will consider all responses received by 11:00 AM CST, 22 November 2017. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
