The Naval Air Systems Command (NAVAIR), intends to issue a Delivery Order (DO) under Basic Ordering Agreement (BOA) N00019-12-G-0006 with the Bell-Boeing Joint Program Office on an ‘other than full and open’ competitive basis to provide the redesign (NRE), testing and integration (forward fit and retrofit), and the procurement of 700 cyclic stick FOD boots for the V-22 Osprey. Bell-Boeing is the sole developer, designer, and manufacturer of the V-22 aircraft. As such, Bell-Boeing is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort in the required schedule.
