The Naval Air Systems Command intends to modify the sole source Indefinite Delivery Indefinite Quantity contract N00019-17-D-0003 with BAE Systems Information and Electronic Systems Integration of Greenlawn, New York (BAE), to incorporate fiscal year 19 production and delivery of AN/APX-117A(V), AN/APX-118A(V), and AN/APX-123A(V) Common Identification Friend or Foe Digital Transponder Systems and associated equipment. The applicable NAICS Code is 334511, "Search, Detection, Navigation, Guidance, Aeronautical and Nautical System and Instrument Manufacturing". This requirement includes production, test, and delivery of AN/APX-117/118A(V) systems, Mode 5 capable APX-123A(V) systems, Mode 5 retrofit kits with the attendant installations, Shop Replaceable Assemblies including Receiver/Transmitters, Remote Control Units, Power Supplies, and/or Mounts, related logistics and engineering support services including support for weapons system platform integration, repairs-incident-to modification, and technical data for the US Navy and Foreign Military Sales. The fiscal year 19 option will procure total quantities of up to 38 AN/APX-117s, 10 AN/APX-118s, 609 AN/APX-123s, 40 Mode 5 Kits, 10 SRAs, and RIM. These quantities are approximations and may be increased if funding permits. This acquisition is being pursued on a sole source basis under the statutory authority of 10 United States Code 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". BAE Systems is the original designer, developer, and manufacturer of the AN/APX-117/118A(V) and APX-123A(V) systems. As such, BAE Systems is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data to perform this effort.
