The Naval Air Systems Command (NAVAIR) intends to award a sole source indefinite delivery indefinite quantity production contract to BAE Systems Information and Electronic Systems Integration, Inc., Greenlawn, NY (BAE Systems) for the FY 17-18 production and delivery of AN/APX-117A(V), AN/APX-118A(V), and AN/APX-123A(V) Common Identification Friend or Foe (IFF) Digital Transponder (CXP) Systems and associated equipment. The applicable NAICS Code is 334511, "Search, Detection, Navigation, Guidance, Aeronautical and Nautical System and Instrument Manufacturing". This requirement includes production, test, and delivery of AN/APX-117/118A(V) systems, Mode 5 capable APX-123A(V) systems, Mode 5 retrofit kits with the attendant installations, Shop Replaceable Assemblies (SRAs) including Receiver/Transmitters, Remote Control Units, Power Supplies, and/or Mounts, related logistics and engineering support services including support for weapons system platform integration, repairs, technical data, and Engineering Change Proposals (ECPs). The FY 17-18 contract will include a basic FY 17 requirement planned for award in December 2016 and various delivery orders issued throughout FY 17 which will procure total quantities of up to 20 AN/APX-117s, 20 AN/APX-118s, 545 AN/APX-123s, 1931 Mode 5 Kits, 2434 SRAs, and repairs. The contract will include a FY 18 Option planned for exercise in December 2017 and various delivery orders issued throughout FY 18 which will procure total quantities of up to 20 AN/APX-117s, 20 AN/APX-118s, 488 AN/APX-123s, 790 Mode 5 Kits, 840 SRAs, and repairs. The quantities listed above are approximations and may be increased slightly if funding permits. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". BAE Systems is the original designer, developer, and manufacturer of the AN/APX-117/118A(V) and APX-123A(V) systems. As such, BAE Systems is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data to perform this effort.
