The Naval Air Systems Command (NAVAIR) intends to award a firm fixed price delivery order under contract N00019-17-D-0003 to BAE Systems Information and Electronic Systems Integration, Inc., Greenlawn, NY (BAE Systems) for Implementation of Engineering Change Proposal (ECP) Part 2 PMA213C-024 APX-123 Common Software Build v7.30. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". BAE Systems is the original designer, developer, and manufacturer of the AN/APX-117/118A(V) and APX-123A(V) systems. As such, BAE Systems is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data to perform this effort.
