Walter Reed National Military Medical Center has a requirement to procure a CVX 300 excimer laser system. The Government intends to procure this item on a sole source basis from Spectranetics Corporation because preliminary market research indicates that only Spectranetics, as the manufacturer of the system, can provide the required system because only its laser can break down accumulated plaque in the blood to particles the size of red blood cells, thereby facilitating the excretion of the plaque, has FDA certification for the treatment of in-stent restenosis and works well on 90% of lesion types including cholesterol buildup and moderate calcium accumulation.
This notice is not a request for competitive quotations and a solicitation for this requirement will not be issued. Prospective offerors are advised that, because there are no other known sources, the agency has authorized procurement of this upgrade under other than full and open competition under FAR 6.3. However, interested responsible sources may submit a capability statement for the agency's consideration in determining whether a competitive procurement should be conducted in the future for this capability. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
