The Gifford Pinchot National Forest intends to acquire by contract culvert and roadway reconstruction work. Replacement of various culverts, gate installation, reconditioning and cleaning of culverts and ditchlines and installing drivable cross ditches are required. The project location is on the Cowlitz Valley Ranger District, in the state of Washington. The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies and incidentals (except as otherwise specified), to ensure the services are performed in accordance with the solicitation requirements. The Contractor shall assume all risk, loss, damage, or expense arising out of the prosecution of the work, except as otherwise provided in the contract.

This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 115310- Support Activities for Forestry. The corresponding size standard is $7.5 million. Offerors will be evaluated on technical capability (experience, equipment, and performance schedule), past performance and price. The Contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government.

In accordance with FAR 4.1102(a), prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award. SAM replaced the Central Contractor Registration (CCR) Database.
