The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a new contract to General Atomics (GA), San Diego, CA. This contract is for the procurement of the effort required by the Contractor to plan for the production, manufacture, assembly, test, and management of the Electromagnetic Aircraft Launch System (EMALS) and Advanced Arresting Gear (AAG) System for the CVN 81 Aircraft Carrier. This work includes but is not limited to: planning facility, material, manpower, and work efforts to reduce program risk and identifying and prioritizing long lead material based on manufacturing and schedule risk. It is the Government’s intent to modify this contract to add the Full Production of CVN 81 EMALS and AAG Systems in the future.
As the sole designer, developer and manufacturer of EMALS and AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation. The Government will consider any capability statements, proposals, or quotations received within fifteen days after date of publication of this synopsis.
