As a reminder, the response time identified in the Solicitation Instruction to offerors is the final authority of when responses are due. _____________________________________________________________________ Naval Information Warfare Center (NIWC) Atlantic intends to award a sole source contract to LRAD Corporation 16262 W Bernardo Drive, San Diego, CA 92127 for Engineering Services on the CVN 78 sound saber speakers. LRAD Corporation being the OEM has the design rights and is the only vendor that has the exclusive knowledge and experience with manufacturing and obtaining the vibration qualification. Any substitute in manufacturer would introduce risk and may result in significant engineering/system design changes. In order to ensure continuity and logistics supportability throughout the fleet, all items must be form, fit and function compatible and fully interchangeable. Contractor must also provide the requisite engineering to correct problems if they occur. Due to the fact that the Announcing is a critical system, it is most imperative that these components are compatible. Duplicating these facilities at another contractor's site would require substantial cost and time. SEE ATTACHED PWS, CDRL'S AND SOLE SOURCE. This is not a request for competitive quotes; however, all quotes received in writing within three days after date of publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
