This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) subpart 12.6 and subpart 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z080-19-Q-P4503200 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-100 effective August 22, 2018.

The applicable North American Industry Classification Standard Code is 336611. The small business size standard is 1,250 employees. This solicitation is issued as a 100% Total Small Business Set Aside. All responsible small business sources may submit a quotation, which shall be considered by the agency.

It is anticipated that one (1) firm fixed price contract will be awarded as a result of this synopsis/solicitation.

DESCRIPTION OF WORK: The Contractor shall furnish all necessary facilities, labor, materials, services, equipment, supplies, power, accessories, special tools and such other things as are necessary to perform various Dockside Repairs of the USCGC CUTTYHUNK (WPB 1322), an 110-foot patrol boat, all in exact accordance with this solicitation and the attached specification, Rev-0 dated 24 August 2018. See Attachment 2.

PERIOD OF PERFORMANCE: The period of performance for this contract is 13 March 2019 through 12 April 2019. Offerors that have this capability are invited to submit quotations in accordance with the requirements stipulated in this solicitation.

PLACE OF PERFORMANCE: The place of performance will be at the vessel's home pier located at 1 Ediz Hook Road, Port Angeles, WA, 98362.

REQUIRED DOCUMENTS:
Each quoter shall furnish the information required by the solicitation, which includes:
1. Cover Letter with contractor's signature, address, and DUNS number.
2. Completed pricing for Attachment (1) Schedule of Services; include a separate price breakdown for CLIN (D-00C) Travel and Per Diem (example: number of Contracted personnel assigned to project, hotel, meals, rental vehicle, fuel, mileage, tolls, etc). (See Attachment 1)
3. Submit all required technical evaluation documents. (See Attachment 3)
4. Past Performance Documentation (provide 2 documents relevant to scope of work within the past 2 years).
5. Small Business Self Certification for applicable set-aside (i.e. HUBZone, Small Business, SDVOSB, 8(a)).
