NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Naval Research Laboratory (NRL) intends to award a Sole Source contract to Chembio Diagnostic Systems, Inc. to furnish:

LINE 0001 - Custom Lateral Flow Assay

1.  There shall be a control test line that indicates the validity and proper working order of the test.

2.  There shall be a line for the detection of circulating capsular poly-saccharide from Burkholderia psudedomalle.

3.  There shall be a line for detection of NS1 protein that marks human infection by Dengue virus.  The test line shall respond to infections for all four subtypes of Dengue virus.

4.  The test shall be compatible with a whole blood sample collected from a finger prick.

5.  Each test shall be individually packaged in a sealed foil pouch.

6.  The tets can be read by human eye.

7.  Chase buffer packaged per test.

8. May be divided into 500 test packages.

LINE 0002 - Option to Purchase additional lot of 5000 of Line Item 0001 if needed/required.

The North American Industry Classification System (NAICS) code for this requirement is 541711 with the size standard of 500 employees.  This purchase will be made under Simplified Acquisition Procedures (FAR) Part 13 and Other than Full and Open Competition as authorized by FAR 6.302-1.  Only one responsible source and no other supplies or services will satisfy agency requirements. 

FAR 52.232-18 -- Availability of Funds (Apr 1984)

Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  No solicitation document is available and telephone requests will not be honored.  No award will be made on the basis of quotes or offers received in response to this notice.

Vendors who feel that they can provide the above requirement may submit a quotation and technical capabilities, which if received within fifteen (15) calendar days of publication if this notices, shall be considered by NRL.  All responses must be submitted to the Government point of contact at the email address shown below.  A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.  The intent of this notice is for informational purposes only.  No reimbursement for any cost connected with providing capability information will be provided.
