This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a small business set aside.
The solicitation number is 2131133 and is issued as a request for quotation (RFQ.) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52.

The National Institute on Drug Abuse on behalf of the National Institute on Mental Health (NIMH) has a requirement for a custom configured high processor to include a 64 total processor cores (128 Threads), 336GB System RAM, 48TB Raw Storage with a 10GbE connection to the switch with the following specifications:

The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212-2, Evaluation-Commercial Items states the specific evaluation criteria (technical most important) 1) demonstrated ability to conduct analysis; 2) past performance (up to 3 projects of similar scope and size.) Offeror's prices will be evaluated on a best value basis. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
